They are doing it right. While having a sad history for losing battle in performance to NVIDIA and use of third party software to fix issues and overclocking AMD video cards. It took them years, but in 2012 AMD released Catalyst 12.11 drivers that optimized all 7000 series video cards received nice 7-90% performance boost of performance with all 3D applications. That was a unexpected surprise, we all looked at each other and said “this is awesome, its like Christmas in March”. It was nice because they started selling 7000 series before actual Christmas of 2012, good touch.

If you are preparing to overclock your video card be prepared to loud fans. If you consider using Catalyst center as overclocking tool well you are at disadvantage and you will need to create multiple profiles for easier controls and monitor of your GPU and memory load as well as temperature. Switching between different overclocking profiles would be necessary to keep fan noise down and prolong life span of your fans.
When overclocking your video card focus on GPU Clock over Memory Clock, and to help you understand it better you should know that majority 3D applications and game would use under 1GB of GDDR, processing graphics on the other hand is full time job.
Begin by adjusting +100MHz 200MHz to GPU and +100MHz to memory clock would probably give your 5 to 10 FPS in a ULTRA High settings for a game or a 3D application, it is quite a difference. However temperature needs to be adjusted accordingly to keep temperature below 80 degrees Celsius and if you notice +85 Celsius Peak temperature than you should down-clock Core speed or increase fan speed, or it is time to clean your video card heat sink or all of the above. Be safe than sorry. The key is to be careful and make adjustments without overheating, AMD cores suffer performance lose due to heat damage, it has to do with amount silicon they use in production.
Critical GPU core temperature is 105+ C. Some people may suggest that running at 95+ C may be acceptable, but I disagree because of my experience with AMD chips. Either keep it under 85 or buy a new video card that would satisfy your needs.
